The event, supported by the Australian Department of Prime Minister and Cabinet, will take place on Monday, May 27, from 10am.
The theme for 2019 is "Grounded in Truth - Walk Together with Courage".
Upper Hunter Shire mayor Wayne Bedggood said council was seeking to build stronger and more inclusive relationships with indigenous members of the community and a better understanding of their culture and history.
The ceremony will occur in the forecourt of council's Administration Centre, 135 Liverpool Street, with a morning tea to follow.
