Kaputin claimed the victory with a best jump of 6.50m, smashing the PNG national record in the process.
Australian record holder and Rio Olympics finalist Stratton was a close second (6.49m) and Anang pocketed the bronze medal with 6.44m.
Anang was the star of the national championships in Sydney back in April, where she became the first Australian woman to do the 100m/long jump double.
But she and Stratton had to play second fiddle on Tuesday to Kaputin, who is also targeting gold in the triple jump later in the four-day Oceania championships.
In other action on day one, reigning Commonwealth 20km walk champion Jemima Montag won the women's 10,000m event in 43 minutes 50.84 seconds, well clear of rising Australian star Katie Hayward.
The men's 10,000m walk title was claimed by Australian Rhydian Cowley in 41:57.57.
The biennial Oceania championships have taken on added significance this year as part of the changed global qualifying system for the Tokyo Olympics.
