While his initial reaction was disappointment that the popular dawn service and march won't go ahead this year, he said it's important to protect the elderly who are particularly vulnerable at the moment.
"It's disappointing because we look forward to having the services and the support from the townspeople has been growing every year," Mr Quinell said.
"It's great to see so many people coming out and supporting our events so the cancellation is very disappointing but obviously it's the right thing to do."
The Scone RSL sub-branch plans to hold a meeting in the near future to discuss whether or not they will hold a small private event locally in the absence of public services.
"So many of the sub branch members are getting on in years, so I think the important thing is that we don't put these people's lives at risk because they are the ones that are going to be directly affected by this virus," he added.
RSL NSW acting president Ray James informed the public of the decision on Monday following the government's announcement that there would be penalties linked to events over 500 people.
"The risk to vulnerable people during the current health situation is simply too high for these events to continue in their traditional format," he said.
"Given the significant concerns around the spread of COVID-19, it would be irresponsible to allow such large gatherings as we see each year on ANZAC Day to go ahead.
"This is not a decision we have taken lightly.
"The RSL has a responsibility to act in the best interests of veterans and the general public."
Mr Quinell said he encourages the community to still reflect on the significance of Anzac Day on Saturday, April 25 as a marker of our respect for servicemen and women past and present.
"Being a Saturday, people are going to have some spare time, bearing in mind that even though there's no services, the significance is still there and there will be plenty to see on television so it won't be completely wasted," he said.
RSL NSW will provide updates on Anzac Day related activities including fundraising in the coming days.
