He replaces Steve McDonald, who resigned suddenly last week.
The GM, employed and directed by the elected councilors, is responsible for all other staff decisions.
Mr Inglis boasts extensive experience in senior local government positions.
The decision was made by councillors at a meeting on Monday night, August 3.
Mr Inglis will be in the role from August 5 for up to four months.
He was GM of the former Parry Shire Council from 1993 to 2004, then Tamworth Regional Council from 2005 to 2010.
He has also undertaken interim GM duties at Narrabri, Tenterfield, Armidale-Dumaresq, Uralla and Coonamble shires as required.
Mayor Maurice Collison and deputy mayor Kiwa Fisher met with Mr Inglis on July 30 to discuss the role.
"We welcome Glenn Inglis to council," Cr Collison said.
"He brings many years of hands-on, practical experience in the business of local government, and ensuring ratepayers are getting value for money through the wide range of services council delivers.
"Council is also working with Local Government NSW to manage the process to recruit a new, permanent general manager."
Since the resignation of Mr McDonald, the acting general manager role has been undertaken by the director of corporate services Kristian Enevoldson, who has also held the position in the past when the GM was on leave.
All processes are being undertaken in accordance with the Local Government Act 1993.
